It appears that the wheel situation may effect orders that have been already "picked up", not just the orders as they are being allocated.
Here is the latest update:

Solstice Wheel Availability ... as GM is currently experiencing wheel availability issues with the supplier, future wheel availability for Solstice will be affected. In order to maintain current production volumes, orders may have wheels changed based on wheel availability. Since timing is critical, and current wheel availability is uncertain, we are unable to follow normal process of returning orders to dealers for necessary changes. While all efforts will be made to change Stock orders before Sold orders, we cannot guarantee Sold orders will remain unaffected. If a substitution of a higher cost wheel is added, the additional cost will be reflected in the price of the vehicle. Substitution of a lower cost wheel would reflect a corresponding credit. Overall wheel availability could delay production of a unit already submitted by a dealer. As orders are changed, those dealers affected will be notified via GM Messenger.
This type of option upgrade is not price protected. If an order is upgraded, then the cost goes up.
The cost of wheels ordered through the parts department will make it cost prohibitive for a dealership to return the car to its originally ordered wheel.
