I'm not necessarily saying that overfilling is causing the problem entirely, but I believe it to be a factor. Maybe it is just drawing attention to the fact that the pinion seal can be weaker than the relief valve. Perhaps the redesigned part has the same construction, materials and specs but with more precise tolerances.
i.e. the inside diameter shall be 2.25" plus or minus .003"
has been replaced with
the inside diameter shall be 2.25" plus or minus .001"
