The way the software works is that the poll with the newest creation date in the Polls section is put on the front page. No, you can't create one directly in the Polls section, create it in some appropriate forum, then, if it's an interesting Poll, one of the Moderators might pick it up and move it to the Polls section.
I think he is referring to what they call program cars. Been driven for anything up to about 7,000mi. and then sold to employees at a larger discount.
