Unless he is doing road racing there isn't going to be any improvement.
Technically the rotating mass should increase stopping distance. Replacing wheels with lighter wheels or stickier tires will improve braking. Big brakes and rotors do not. Sorry sad but true fact. But they do look cool, I will give you that.
