I believe you cannot use a drive a second time during a streak. Once your streak ends then all drivers are available for you to use. For example, since I picked Stewart and I am now on a streak, I can't pick him again until I lose. So if in week two my driver doesn't finish in the top 10, my streak is over and I could then again pick Tony.

At least this is how I read the rules.
