Plan A versus Plan B is just how GM designates two difference versions of the convertible top design.
2006 Solstices should have Plan A tops, and I'm not aware of anyone who owns a 2006 with a Plan A top having these wear issues. I think they are a result of changes to the top frame and weather stripping that are only in the Plan B tops.
There is a notice that the dealers have which tells them when in production the design changed from Plan A to Plan B based on vehicle VIN, and also gives them instructions on how to inspect and make sure what version they are dealing with. But like I said, if you've got a 2006 Solstice, you should have a Plan A top and this bulletin shouldn't apply to you.
