It shouldn't matter where in the line you splice it (current doesn't care) and the blue and black wire should be the right ones. I spliced in right behind the bulb plug for the signals. Are the two wires for the LED's both copper or is one silver? If there is a built in resister in the LED the current will only flow in one direction so it may be wired backwards. You asked about a coating on the wire. Does one of them have like a red tint to it? If it does then it is coated and you'll need to melt that off with a lighter before you connect it or it won't work.
