Depending on what they do, I would guess it should pass. I know the kits are not CARB legal, but if it is just a matter of putting a sniffer up the tailpipe, and looking for deleted codes, then it should pass. I guess it depends on how picky the state is.
It would also depend on just which kit you get. Of course the highly modified, turbo kits would be the most prone to failing an emissions test. But, if you go with a stock LS3 setup, with cats and everything then I would see no reason it would not pass.
This would be something to look into the local laws about, and see exactly what they scrutinize, and what they don't.

Actually, if the turbo installation is properly conceived, that usually isn't the case. When people used to conventional tuning pick a cam based on that and then turbo, things can get a bit dirty, but when a cam is chosen specifically for a turbo application it normally has less overlap than a normal tuning hi po cam does and runs very clean.
My GM V6 that I turboed runs cleaner now than it did dead stock.
