No tongue in cheek statement -- my right foot is working just fine too. At a certain point in lower gears, the RPMs continue to rise but there is no appreciable increase in speed above 20 in first and maybe 30 in second. Any constructive comments out there?
Get the car in to the dealer as soon as you can. That's just not right. I haven't paid much attention to my speeds in the other gears, but I know mine shows speeds in the mid-50's in second when I redline it, as others mentioned. If your dealer tries to dismiss it as normal, speak to a manager and make sure it gets checked out.

Yeah, i'd have that back at the dealer like yesterday fixing it. Something seriously messed up.
Nope, speed limiter is much higher than that. You'll deadhead against aero at around 120 MPH or 125 MPH. Tires can go to 150 +/-, so I'd expect the speed limitation to be 149 - you'll never reach that, though, unless you have a ten mile 16% downgrade with a 15 MPH tailwind.
120-125 is hit in 4TH gear. not enough oomph in 5th.

It is possible to test if the clutch is slipping yourself - 2 easy ways spring to mind:
Find a steepish gradient and bring the car to a stop pointing uphill. Select first, hold the parking brake and bring the clutch up to the bite. Pull away in a normal hill-start fashion and take the left foot all the way off the clutch. Hit the gas and the speed should increase in line with the revs. If the revs build but the car doesn't move noticably forward then the clutch is simply loosing all the power before it gets to the wheels. Make sure you are on a quiet street with no other cars around you (or likely to come up behind).
Another way is to put the car in first gear and apply the parking brake. Without touching the gas s-l-o-w-l-y let out the clutch. The revs should drop noticably and then the car will stall. See how far you can let the clutch out before the motor dies (make sure there is a good clear space ahead of you as the car may move forward doing this).
I am not that familiar with RWD cars - could the differential be casuing any of these symptoms too? somewhere it sounds like the engine is making the power but it is being lost somewhere between the crankshaft and the wheels.

NOT WAITING ANY MORE!
I think something is wrong with my Sol. I don't know about the accuracy of the speedo, but I get about 20 out of first, and maybe 25-30 out of second. I can go to maybe 50 in third. Anyone have a clue what is limiting the speed in the lower gears?
Well, I did a little test on my way to work this morning, just to make sure this isn't a common problem. Ran it up to 40 mph in second, which was around 5000 RPM. Didn't go any higher, cuz that was the speed limit of the road I was on.
I'll probably try and test my limits later today, when I hit the interstate, and can really max out each gear.

If you haven't hit the fuel cutoff yet in a gear like 2nd or first yet it's kinda nerve racking the first time till you realize what you just did. I suggest trying it in 2nd gear so you know what it's like so if you do it on accident you're prepared for it.

what rpm does that happen?

In first gear, when you are hitting it hard, it might kick in just slightly over 6000. Been there. Done that!

What happens at the fuel cut off? What should you expect?
It cuts back on the amount of gas being sent to the injectors, thus the car spits and sputters pretty heavily.
