key word bolded...

you have to take into account they tune the intakes for sound deadening, which can cause restrictions. a general glance at a few intakes and filters won't tell you if your car could benefit. improved flow reduces drain on your motor as a pump, freeing power. adding a simple intake won't likely give you big gains, but in combination with other N/A mods can make that little bit of difference to make more power as a whole...

I think what KYSol was talking about was where they tested the tornado and things like that, the magazine might have had more stuff in it though. In general everything about a car is tuned to the worst case scenario, Also things like intake & exhaust are designed to reduce noise as much as possible. while a few HP per mod might not be significant, doing 4 or 5 things that add a few HP each can add up.
