This shouldn't be difficult to do.
I don't have a wiring diagram for the solstice, but the typical auto fan has a temp sensor in the coolant loop that creates a connection to ground to turn the fan on. I'd look for that sensor. If it has a single wire (most likely) remove the connector from the sensor and add a temp jumper wire from the connector to ground. The fan should come on. If so, T splice in a toggle switch conveniently mounted to the driver with the other side of the switch wired to a ground point. Flipping the switch on will turn on the fan. Just don't forget to turn it off or it will eventually drain your battery! (An LED indicator light could be added as an indicator/reminder)
