I would absolutely not do that. The risk of contamination to the brake pads is too great.
If the rust is light, the pads will scrub it off as soon as the brakes are applied. If it is heavier than that, the rotors are likely to need to be refaced anyway, so simply removing the rust would not be enough.

Last spring light surface rust started coming through the gray paint on my rotors. I used a brass brush and the cleaner that came in the Dupli-Color Caliper Paint Kit to get the rust off. Then I painted them with the same silver caliper paint from the kit I used on my calipers. They still look good after a year.

Good point. I was thinking rotors, not top-hats. I still would not use any chemicals. I agree with Charlie W, use a wire brush followed by a solvent (brake cleaner would probably work well) to wash off the residue.

I had to re-paint mine after the '09 Razorback Run coming back down AR 341 (Push Mountain).
The Black Duplicolor paint on the front rotors went up in SMOKE!

Any rust on the actual braking surface is flash rust and will be taken care of after your first stop or two.
