I am going to assume you are going to modify your brakes and suspension so I have am considering some of this in the following suggestion.
Assuming you are lowering the vehicle:
For a 9" wide wheel, the lowest offset you want to go to push the wheel out but keep it within the fenders would be a 45mm. This should leave room for a stretched tire but might call for a little fender modifying but it doesn't sound like you would mind doing that. Lower offsets might work too but will for sure need at lease a fender roll with a properly sized tire for the 9" wide wheel.
For a tire look into the 245.45.18 for a little stretched look, you might be able to get a 265.40.18 under there too, with a little fender roll.
For 19" look at the 245.40.19 for a stretched tire or the 265.40.19 if you want something a little wider.
Hope this helps you get a start. If these aren't too the limit you want to take they should be a very good starting point.
