I installed the GM Cold Air intake package on my 07' GXP several months ago.

Has a fix ever been developed for the turbo noise (dog bark) that occurs during deceleration?

That noise is meant to happen so I doubt there would be any fix for it.

Put the stock intake back on if it bothers you, a metal intake will amplify whatever noise the turbo/bov makes.

Contact Cesar Millan, he can help you be a better owner so that dog won't bark. It's really not the car's fault it's the owner's fault. Less pedal, less boost, less barking. All fixed
