It is my understanding that in many (if not all) states obscuring or blocking the view of a license plate is illegal and may get you a ticket.
I photo copied my tag at 100% size, cut it out, put it in a plastic bag and then mounted it to the large cargo box that rides on the carrier with a chrome license plate frame (leaving the original attached to the car). Looks like the real thing. I also put some reflectors around the edges of the box.

This may keep the obstructed plate from being noticed, but could cause more trouble if it actually is, depending on the mood of the officer involved.

Here is an option to consider for water-proof luggage. These are designed for equipment storage to keep the stuff inside dry. There is an o-ring seal on the cover and the snaps pull the cover very tight. I use these on some of my portable service equipment to keep them safe and dry when in the field. https://www.digikey.com/products/en/boxes-enclosures-racks/boxes/594?k=serpac&k=&pkeyword=serpac&sv=1&pv46=19115&pv46=18766&sf=0&FV=ffe00252,c140008&quantity=&ColumnSort=0&page=1&pageSize=25
And they are rated IP67 (Ingress Protection Rating) https://www.google.com/search?q=what+is+ip67+mean&rlz=1C1GCEA_enUS849US849&oq=what+is+IP67+mean&aqs=chrome.0.0l4.3823j1j8&sourceid=chrome&ie=UTF-8
There are a lot of different brands out there as with sizes. https://www.digikey.com/products/en/boxes-enclosures-racks/boxes/594?k=serpac&k=&pkeyword=serpac&sv=1&pv773=8&sf=0&FV=ffe00252&quantity=&ColumnSort=0&page=1&pageSize=25
Hope this helps.

Does anyone have any pics of the hitch with the notch cut out for the gxp that I could see? The pics originally posted are no longer available.

I'll see if I can find them again... Photobucket (where everything was stored) shut me down due to bandwidth and I'm not paying to host the pictures. I've had to remove them all from Photobucket.

FWIW, eTrailer does a great job with information on their site now. Honestly, I'd go with the Draw Tite. Installation is almost the same between the two (I've had both on my two Kappas), and you need only to cut a small triangle off of the rear facia to clear the Drawtite. Their instructions show this clearly. There is no cut out required around the bar in the center.

I appreciate the help, thank you. I actually got a crazy deal on the Curt 11119 for $40. My company actually has an account with some picture hosting place, if you email them to me: jarkmackson @ gmail , I might be able to get them to host the pictures.
