Top sticking

I have a 2007 Solstice with only 29k miles. It was previously garage kept, and I try and still keep it In the garage or under cover. Recently When I go to put the top back up, it catches about 4” from the latch. It seems to be the driver side catching and we can’t see what is making it not want to go all the way back up. I also have an issue with the horn. When we wash the car in the driveway, then the horn is very soft and often almost non existent sounding for days. It will eventually go back to normal until I wash it again. Anyone else have either issue?

Are your tulip flaps going up? If the tulip flaps dont go up, usually because of a broken clip, the top gets stuck, you can use your hand to put the flap up and it should close but you should really replace the broken clip
Just to be clear, make sure your windows are down or doors open when you put the top up. The trunk must stay open. As Suit said, be sure the flaps behind the seats are coming up when you raise the roof. You need to push the front of the roof down slightly to get the two "pins" to enter their openings on your windshield frame. The front latch must be open as you do this. Then you engage the front latch, close the trunk and push the buttresses into their openings.

There are two flaps on the silver part behind the headrests. These flaps (tulip panels) are supposed to come up automatically when you put the top up. Sometimes the plastic piece that attaches the cable to the flap comes off or breaks. You'll need to get that piece that can be found at just about any auto parts store. Until you get it fixed you can manually pull up the flap as you raise the top. If you force it, eventually you will break the flap and they are expensive to replace.

These are the parts that connect the flap to the cable. Pontiac Solstice \ Saturn Sky Convertible Top Actuator Clips OEM New (pair) | eBay

On my factory top, I had to pull it down to engage the guide pins. On the replacement top I have to lift the top front to engage the pins. It sags about three inches at the front when unsupported. I mention this because not everyone will have to pull down to align the pins as you so well described in your post.

The other cause for difficulty in locking the top that I have seen is shrinkage of the canvas. In those cases we had to back off on the two stops on the forward wall of the trunk to enable the top to fully engage with the latch.

I have a similar issue with mine. In my case caused by the canvas catching in the center main roof 'hinge'. On mine it happens on the passenger side, so I have to walk around the car and free it first.
